Sustainable Urban Development – Children's Hospice

Content: Living & therapy, sustainable real estate development, location analysis, aspects of economy and finance and cooperative organization structures


We have been commissioned to develop concepts for the implementation of a children's hospice in Tyrol. The name of the organisation is Sterntalerhof. They already run one building in the east of Austria and would like to open another house in the west of Austria. Sternthalerhof takes care of families with children who are affected by a life-threatening illness or disability. They have the aim to make life as best as it could be in this bad situation and would like to support the children as well as the other family members. Therefore different types of houses are necessary as well as therapeutic areas. The task of the WinterSchool is to develop a concept & functional planning, identify location criteria and calculate the costs. Furthermore synergy effects have to be investigated. During this
process we need to focus on the different types of customers.

The Sterntalerhof

  • takes care of families with ill, chronically ill, or terminally ill children.
  • is a harbourage (the original meaning of hospice!), where hope can grow anew.
  • accompanies "its" families especially when their path is marked by the farewell to abeloved human being.
  • pursues its mission consistently:
  • Happiness and the sense of a carefree life for children and their families, whose future
  • together is written up in the stars!
  • abides by its creed:
  • a family will never be turned away because it cannot afford the stay at Sterntalerhof.
  • is an independent non-profit organisation in the Burgenland, where its highly motivated
  • team has been working since 1998.
  • pursues an interdisciplinary approach consisting of therapy and pedagogy, psychology and
  • spiritual guidance, and therapeutic horseback riding.
  • finances its operation exclusively through donations. Therefore it can only exist with the
  • support of volunteers.
  • is in combination of a holistic, family-oriented approach and equestrian therapy unique.

Task: Concept & Functional Planning

The concept is based on the existing Sterntalerhof. Your task is to combine functions and find synergies with the local site, the village or the region. The site and building has to be cost- and resource effective because the project has to deal with donated money. The functional planning is based on the user's needs. We ask you to have a strict guideline to follow from your concept to the floor plans using the design postulate: Form follows function!

  1. Define your concept by brainstorming.
  2. Select user groups.
  3. Show their ways along touchpoints (= important functions of use).
  4. Combine the ways and touchpoints to get synergetic functions.
  5. Your concept includes perhaps possible outsourced functions and services which contain additional value for the village/region.
  6. Combine the results with walls, floors, openings and relevant building technology to get floor plans, views and a 3D model of your building concept. The required building technology
  7. components have to be approximately defined to get the cost for the cost calculation and the needed space / volume. The energy source should be defined. With benchmarks of the energetic quality of the building the annually demand of end energy has to be calculated.

The building regulations concerning the extent of the building are determined by the specifications provided by the Province of Tyrol. Please find the relevant specifications (concerning structure, distance from the nearest properties and traffic areas, maximum building height) at . Please keep in mind, that your concept should be realistic and buildable. CAD drawings are not necessary. The floorplans, views and models could be drawn by hand!

  • Description of the technical concept includes the kind and amount of energy that is used

Judging criteria:

  • Are the given plans and views representing and providing the concept of use?
  • Do the given plans and views fulfil the basics of spatial planning and legal requirements?

Task: Location analysis

The purpose of the location analysis is to gain a comprehensive overview of the available locations in the selected area through extensive screening. In this case, the purpose of the location analysis is to find an ideal location for the requirements of
the Sterntalerhof in Tyrol. First, the requirements / parameters of the Sterntalerhof must be determined in relation to the location. (Which requirements does the Sterntalerhof have to the location). Subsequently, the determined parameters are evaluated in a scoring list. Based on this scoring list, the ideal location has to be derived from three identified locations. The geographic information system available at the following link should be helpful in this matter: Websites such as google.maps and openstreetmaps can be used to find out whether a site is already under development.


  • Mindmap/Brainstorming
  • Presentation of the three selected plots on a map overview of Tirol
  • A macro- or micro-analysis of all three sites
  • Use of the scoring model for all three plots
  • Justification for the site selection as well as the presentation of the plot using Tiris

Judging criteria:

  • Has a meaningful Mindmap been implemented?
  • Has a map overview of Tirol with three sites been submitted?
  • Has a macro- or micro-analysis of all three sites been submitted and is it appropriate?
  • Was the scoring method used as requested?
  • Does the selected site meet the requirements?

Task: Cost calculations and added value

Based on the project concept the building construction costs and the running operating cost have to be calculated. The costs for the building plot have not to be considered. For the calculation of the construction costs (cost groups 200-700 of the standard DIN 276) the key values are available in the BKI reports of similar building projects. Furthermore the operating costs have to be calculated. The operating costs therefore are structured of the standard DIN 18960 in cost for supply, disposal, maintenance, cleaning and security. The maintenance cost only includes annually services, no cost for replacement or refurbishment. For the public are the benefits of the project a great interest. For this purpose, the value-added benefits have to be presented.


  • Calculation of the building costs (in the context of functional planning & architecture), the cost groups of the construction costs (construction structures and equipment) shall be calculated on the 2nd level of DIN 276, for the other cost categories the 1st level applies to the principles of cost calculation
  • Estimation of the operating costs (in the context of the concept) according to the 1 st level of the cost groups of the standard DIN 18960. For the calculation benchmarks from reports (fm benchmarking report) could be used.
  • Summarize the most important benefits for an added value to the public

Judging criteria:

  • Are the calculations of the total construction costs correct and plausible regarding the different building types?
  • Are the calculations of the operating costs correct and plausible regarding the different building types?
  • Do the benefits correspond to the project concept?

Task: Project video

Make a project video of a length between 1:48 minutes and 2:00 minutes.
The aim of the video is to describe your project to the municipal council of your community. Don’t give an overview about the local situation, the audience is familiar with it. Instead show your idea and your solution in a very short movie. You should give an idea about the technical and social concept. Show the influence of your project to the community to motivate the council.

Minimum requirements:

  • Duration of the video clip: between 1:48 and 2 minutes
  • Max. 512 MB in size (upload)
  • Format: mp4


Assessment is in the form of a voting competition. Posters are assessed by coaches. Videos are assessed jointly by students (whose votes carry 50% of the weighting) and coaches (whose votes carry the other 50%).

To pass the winter school successfully, participation in all events of the FM & REM WinterSchool is mandatory, except the evening event.

Group work and teamwork are very important during this time. This requires a constant presence. Compulsory attendance begins at 9th of February 2017 at 09:15am and ends at 15th of February 2017 at 01:00pm

The final grade is composed of the attendance, the final poster project presentation and the advertisement film of the project. For recognition of 4 U.S. credits or 6 ECTS these parts have to be passed positively regarding the overall rating.
